They say that indeed, the justice lies not in the text of law, but lies in the soul of judge. Although there are perfect and fair legislation, but if the judge is ambitious and indulged in lust, the the legislation would be distorted and no justice with him.
In contrast, although the legislation is less than perfect, but if the judge is noble, fair and away from the ambitions of lust, then he will apply the law fairly and wisely, so as to generate kindness, goodness, mercy and justice.
So, I have a thought that
